“The truth often outdoes fictional strangeness,” Duchovny, 64, reveals exclusively to PEOPLE. “Government archives contain countless hidden actions worth exploring.”

“Secrecy itself isn’t inherently wrong,” he clarifies. “Necessary protections exist, but some methods employed—from bizarre to terrifying—deserve scrutiny.”
